He has been moving so slow. Most people don't realize that two feet of water on a roadway can float a vehicle. If the water is moving rapidly, a vehicle can be swept right off the roadway and into a creek. Now  this low pressure system has found it way back into the gulf.  I'm not sure anyone really knows what this system will do next.Anyway, it is the projected path - as of this morning.
